Valve Cover cleaning
Well if it is dirt then use simple green. spray it on and then hose it off (make sure you cover your dist cap and throttle body so no water gets in there.
if it is literally "fading" then i would suggest taking off the valve cover and putting a light coat of Vaseline on there. I am serious i saw a guy do this once and tried it for myself and it makes a great difference in the brightness of the valve cover. You coat it on and then wipe it off and let it sit over night and re-install it in the morning. Dont leave any excess on there. hope this helps.

i use castrol super clean...spray that stuff on heavy, take a shop rag and scrub just a touch, then rinse with hose...

I just realized this was under the Type R forum. LOL Your valve cover is already painted, so I would probably ignore the above post. However, you can repaint it I suppose. Not sure of the proper paint though.
Ordinary car wash and water with a sponge (or diluted Simple Green) and then a light mist of Armor All (or equiv) massaged in with a dry rag... comes out deep:
