Default Idle surge at 1500 in d15b

I just swapped a d15b into my 95 coupe and i have an idle surge at 1500 rpms, it goes from 1500 to 1600 so its not that bad but it sounds horrible. My cel is throwing a code 14 which is the iacv so i replaced it and no luck. Do you guys know anything else i can try to try and stop this. Thanks
