Default Door lock switch fully works, key doesnt unlock all doors

edit: this is for a 99 civic, no mods. Just something I am doing for a neighbor.

Like the title says. All of the door actuators work because the switch on the drivers handle unlocks and locks them all but when sticking the key in the drivers door it wont unlock all the doors, it only locks them. Do you think its:

The blue door lock control (picture 1)?
The white box with the switch built in (picture 2)?
Wiring (picture 3)? of course its pluged up when I am testing it.

Base on the circuit diagram, I think the problem is with (1) the driver's door lock actuator or (2) the lock control unit:

nothing wrong with it its just the way it is. acually i cant think of a vehicle that does unlock all doors with the key.

What if you turn the key to the unlock position twice? (unlock, unlock)

yeh. its supposed to work after doing it twice. If it only worked for lock then there wouldnt be four wires going to the control unit? Any other ideas?

have you tried turning it the open direction and hold it for like a second, thats how mine works it locks instantly but if you wanna open all you have to turn it and hold for like a second.. of course i have an accord soo system most likely different but worth a try
