radiator fan and condenser fan + a/c compressor wont turn off

radiator fan and condenser fan + a/c compressor wont turn off
94 integra rs - stock
radiator fan and condenser fan + a/c compressor will not turn off. they all turn on as soon as you switch on the ignition and will only turn off when you turn the car off.
i disconnected the water temp sensor on the thermostat and they still run. could it be a relay problem?
i just got this car, i suspected that the person before may have messed with the wiring. but i cant find any unusal wiring.
please help!
