Default high rpm prob

i have a eg hatch with a h22a swap. i just got it back from getting a timing belt tensioner on it and now when i get up to around 4500 rpms its starts to lose power. if this helps its like the opposite of vtec. instead of speeding up u start slowing down, not much but enough to notice.

any ideas? i have no clue

Is the CEL ON?

Is the engine timing precisely set to spec?
