Default timing troublz

i just recently changed the head gasket so i removed the head and put the new gasket on. then i remember i forgot to put the #1 piston to TDC before installing the head. so i Put it to TDC then aligned the camshaft to its proper areas and i check the distributor and its odd because u know how theres an indention in the camshaft where i guess the distributor lines in with so the cam turns the rotor? well it wont line up with it. like instead of lining up with cylinder #1 it lines up with cylinder #3. can some one help?

Double check that the crankshaft and camshaft are perfectly synchronized at TDC. To do this, properly align the single white TDC mark on the crankshaft and the UP and side marks on the camshaft gear.

What year Civic? If it would help, I can post a diagram showing how to set the cam and crank at TDC.

so i line it up with the dash mark on top thats painted white or the one on the crank shaft pully on the side thats a white square?

oh and sorry to be a bug but is my camshaft supposed to be able to turn all the way around manually? cuz right now its no letting me it gets stuck

Don't force it. A valve may be colliding with a piston. Try turning crank to free up cam.

The pictures should help with TDC:
