02 sensor issue/tuning suggestion?

I have a 98 Prelude auto (non sh) 140k miles
I know what you are all thinking....autotragic, anyway
Replaced all fluids at 132k miles when purchased car, and did fuel flush, and did engine clean with C-foam
Current setup:
AEM V2 short ram dry flow intake
NGK wires
Iridium 9 spark plugs
High flow 2" catalytic converter (replaced at 134k miles)
Nitto 455 street tires in front and Fuzion HRI's in the rear
Custom Straight pipe muffler weld with dual tip (came with when i bought the car) Losing torque???
On 10w30 regular oil, went from synthetic 0w30 to regular to save money, because my oil pan is stripped and leaks some oil, got 4000 miles on 4.5 quarts of amsoil fully synthetic, and then ran out.
Any suggestions for a good place to have my oil pan either welded, or replaced to prevent it from leaking my oil
Yet to install: OEM replacement fuel filter
Ran 15.94 1/4 mile at infineon raceway @ 135k miles, and 16.1 just recently.....loss of power
Does anyone know what a stock h22a can run with auto tranny for 1/4 mile???
NEED TO REPLACE my O2 sensor, getting a cel code of 67, indicating catalytic converter deterioration, but I have replaced my cat, and the code keeps poppin up every week, but i just reset it. I spoke with a few people and the code is the same for the 02 sensors as well as the cat. Could cleaning it help???
My mileage has thus suffered from that, and my brakes are squeaking, going to replace the rotors and pads soon. DO you guys think I lose power because of this
My oil filter gasket was leaking, god knows why a few weeks ago, and all the oil traveled down to my o2 sensor above my cat.
I wanted to know what else I can do with a spending budget of about 2000 to my car, any suggestions??? I want to achieve at least 200hp, and a 1/4 mile time in the high 14s

If you haven't, replace your o2 sensor. Don't use Bosh (or however the brand is spelled).
Oil leak is your oil cooler O ring. The replacement is easy. Drain Oil, remove oil filter. Remove the 32 mm (I think it 32 mm, I'm sure Ill get corrected if its wrong). Leave coolant lines on though. The whole thing will move enough for you to dig out the old oil cooler gasket. Put fresh oil on the new gasket and get it back into position. Put oil cooler back where it belongs, but make sure (FOR DAMN SURE) the gasket is on properly in the grooves or you will leak like a bastard. Than tighten it down to proper torque spec (not sure of that either).
As far as oil pan where is it leaking? at the seems to the block? I had mild leaks and used a liquid high head resistant gasket sealant after heavily cleaning the surfaces and haven't had an issue yet (temporary fix). If you have time though drain oil, remove pan, clean gaskets off mating surfaces, and then reinstall with new gasket and liquid gasket sealant. Even if a bolt or two are stripped you should be able to stop the leaks. You could use a TEK screw (self tapping metal screw) and screw the screw through the regular oil pan hole into the broken bolt that's stuck in the block. I'd only do that if your sh*t up the creek with no paddle ie. broke.

You don't need an Image. Jack the front of your car up, Put JACK stands under proper supports. If you crawl under and look at your oil filter (usually a white canister or blue canister) sticking out bottom back of block. The Oil filter is Screwed into the Oil Cooler. If your oil cooler O ring (gasket) is fuked than oil will be there around oil filter and where the filter/oil cooler meet block. The drip will either land on your exhaust or crossmember and than go to path of flow.
The gasket is right between the oil cooler and the block.
If you can take it to an oil change shop that has a below ground bay and ask if you can take alook at your oil pan/ filter. You can tell them your leaking oil and Im sure they will help you find it.

with a budget of 2000 you could easily get a new 5 speed motor swap
As far as your oil pan leaking you should replace the whole thing along with the oil cooler seal. what your really need though is looking into a good tune up. i think you said you picked up the car at 132k.. id look into getting the timing belt and water pump done.
