Default jdm gauge clusters

i just got some jdm clusters for my 93 civic, and trust me, they're the ****.

but the tach needle is kinda goofy. at idle it stays around 3000, when it's usually 1000-1500 on my stock gauges. also sometimes it sticks when i shift, then resumes after gas is reapplied.

any reason the needle would act this way, always around 1500-2000 above what it should be?

I think it is like $40 to fix. That is what my friend paid to fix his.
