Default no tach...ITR engine harness OBD2b and 92 CX sub harness with P28

I swapped in a different cluster because the cluster that came with the car did not have a tach. I think its a EX auto cluster with tach. All the connectors plugged right in and the tach worked fine when this motor/engine harness was in my ITR.

I know the distributor wire is blue for the tach signal, and is supposed to route to the driver side shock tower plug. I see the wire on the distro, but dont see it at the shock tower?? Any suggestions on the easiest way to solve this? I dont care if I have to route wires or anything, just want the tach to work.

also note, the cruise control light is on as well. And after looking at the 92 civic distributor schematic, it looks like the blue distributor wire is used for cruise control as well so I dunno.

ok guys here is what Im working with. I cant be anymore detailed than this.

supposedly there is supposed to be a solid blue tach wire from the distributor to the driver side shock tower plug, but there doesnt appear to be one on the ITR OBD2b engine harness. The CX side of the harness has 2 solid blue wires, one is by itself, the other is in the shock tower plug. Are they both tach signal wires?

heres some pics

when i had that same obd2b harness in my 95 gsr, my tach didn't work either. The same harness also didn't work in my 98 itr. I just repin the tack signal wire into the harness and it works now.
