curse control on a ek civic

Yes, curse control can only be removed by replacing the driver or offending passenger. Sometimes, calming down before you say anything can clear the condition.
Now, Cruise control on the other hand.... You can remove it simply enough. Unbolt the actuator, remove the cable from the gas pedal/firewall (it is a quarter turn then it pulls out of firewall and it just unclips from the bracket on the gas pedal), if you wish, you can put a plug in the hole in the firewall. Remove the vacuum cannister between the strut tower and firewall on driver side then cap the intake port that is unused. Inside, you probably just want to leave everything since it's pretty much hidden.
Good luck on the curse control, though. Took me years just to slow the cursing down...

from the factory you can buy one. seeings how some of the models dont come with curse they oviously must have a plug there
i took mine out by unbolting the unit it self, un plugging it, un hook the cable and vacum...but i left the vacum hose there and used a simple screw to plug up the hose.. if u dont plug it up.. you will be looseing pressure leaving a rough idle.
