Default Replacing front rotors 99 HB

I need to replace the front brakes on my 99 hatchback. Last time I did brakes, it was on my 01 accord. I put new rotors on and pads, but after about 3k miles, they felt bad again. Took it too a honda shop and the guy said that on the accord they had to use a special machine to true the rotors up to the hub when you got new ones. They worked fine for another 15k after they did the brakes.

Do the civics work like this or was the guy feeding me a crock of sh*t? Its my commuter so I am just going to get the cheap stuff from autozone for the job.

thanks!
