Default Cam and ignition timing

Alright so in trying to find this tick I have I got a wild hair up my butt and decided to check the cam timing. It was one tooth off counterclockwise at #1 TDC. heres where it sits now, this is correct isn't it?

so assuming this is correct, i put it all back together and fired her up.
now the ignition timing is [freak]ed up.

according to my timing light, #1 is firing near exactly TDC, no where near 18 BTDC where it is supposed to be. You can only adjust a few degrees either way using the distributor. Needless to say it runs like poo, but it does sound a bit happier.

any ideas?
