A high flow cat will still have some kind of woven material in it and serve the purpose of a cat, a test pipe is just a straight piece of pipe with flanges on both sides, or a "cat-delete".
hi flow cat- theres a chance to pass emissions, but i heard stories where some couldnt with it on.
test pipe- you have no chance at passing emissions.

Well if you comparing an ebay high flow cat to a test pipe then there is no difference. If you get a real high flow cat then yes it still does its job just not as well.

You can usually tell a test pipe from a hi-flow. Most cheap test pipes are just a regular exhaust pipe with two flanges on the end. Hi-flow has a hump in between the two flanges with flat top and bottom. Most of those chrome ones on Ebay claims to be high-flow, but they're just test pipes (no mesh inside). Carsound Magnaflow sells the real high-flow cats.

You said your cat was [freak]ed, so just bust out all the inside material with a metal rod, and waa-laaah, you got yourself a test-pipe! then take those materials to a scrap yard and receive $80-$100 for the platinum.

This is a test pipe. Loud and does nothing for emmissions:

A high flow cat is jsut like the stock cat but has wider inlets and outlets. It also has this stuff inside which reduces emmissions:

It shouldn't be out of the cat but if you own a piece of crap Carsound, it'll blow out of the tailpipe on its own

And ebay will have their "racing cat" which is just a resonated test pipe. They have punched pipe inside that works like a fart can style muffler and does nothing for emmissions.
