Default overheating after turbocharging

I have a question for all you accord owners that are running into problems with heating and your turbo. I have a 97 SE 4dr, f22b2. When we installed the turbo we only had 1 slim fan on the passenger side and the compressor side of the radiator is open. Well when cruising around town I dont overheat, however when sitting at a stop the engine overheats very quickly. I am pretty sure the fan isnt spinning so I have to turn the car off real quick and you hear the fan kick in. When i turn it on (after maybe 2 min) the temp is back to normal but rises again soon unless i get moving. What do i need to do ?

Eh, a week isn't too bad. I usually figure 2 days for them to pack/get to post office and another couple to ship
