Default Timing question?

I have a B18B with a Type R water pump and type r belt. Would that change my timing at all? The car looks like it's in time, but it won't run. Sounds like it's out of time.

if the marks are all lined up.. then your ignition timing is off, or youre not getting fuel.. or youre not getting any air..
