Chipped ECU is a usually obd0 or obd1 that has been modified with a socket onto the board of the ECU. This allows a flashable rom to be used with programs such as crome, BRE, TurboEdit....ect With these programs you can run different program maps for different motors, adjust fuel, timing, rev limit, speed cut, vtec engagement and allows you to disable sensors if you like.
If you have a basically stock motor it really wont do much for you...granted its not expensive and if you plan on doing bigger mods down the road it will be worth wild and really one of the best ways to go.
