Default Need Help Real Bad!(emissions/CEL related)

Ok basically emissions in Illinois sucks real bad. Heres the issue......00 ek hatch with a b16a in it. The car is obd2 the motor is obd1. I got a 00 civic si ecu from a friend and hooked that up last time i had to go. I had this guy i met on h-t help me out with wiring in the secondary o2 simulators so i wouldnt through a CEL with the obd2 ecu. Last time i went and passed but i know for a fact some of the codes were "not ready". I'm not sure how i passed but the guy passed me anyways. Now im getting ready to go again and after re-hooking up my buddys oo si ecu I drove the car around to put some miles on it so the majority of the codes would be "ready". After 64 miles of driving my CEL came on. We scanned it and found im throwing-P0133 Rear Air/Fuel Ratio (A/F) Sensor (Bank 1, Sensor 1) Circuit Slow Response. Whats does that mean and how to I make it go away. TIA

Just a guess but primary O2 sensor is bunk.

I thought about that but if the obd1 ecu looks for the primary o2 sensory wouldn't it have thrown a CEL before I put the OBD2 ecu in?

You have a bad primary o2 sensor or an exhaust leak.

alrite...ima check the o2sensor today and look for an exhaust leak but how would an exhaust leak have anything to do with it. The primary is in my header.

A leak in the exhaust manifold might allow O2-containing air to enter the exhaust, thereby leading to a false O2 reading by the primary O2 sensor.

me and my buddy just tested the o2 sensor and it was reading between .44 and .45 volts steady....performed this while in closed loop and proper engine temp. This would be sighns of a bad o2 sensor????? Let me know wat anybody thinks. TIA
