obd2 gsr swap in 95 civic ex problems

I have the motor in the car and it is as slow as a non vtec sohc. What could the problem be?

check the distributor, check timing

timing seems to be on. car starts right up.

Burning any oil? Running too rich maybe?
By chipped p28, do you mean that you had it tuned by a shop or someone just chipped it and loaded a basemap?
