Default Ring on end of axle broken?

Hey guys, I took my axles out (as most of you know) like 3 weeks ago, and I happened to be looking at one of mine today to figure out what this rubber seal everyone was talking about not tearing when I re-install them, but I noticed that the passenger side axle has like a metal o-ring around the end that appears to be broken? Is only the passenger side supposed to have this o-ring?

He is right by technicality. The Helms does state that. But I have never replaced one to date.
