Default Car Idling Woes :(

ok back again and need some advice. Got my 98 civic hatch vti, only had for two weeks and having the following problem.
Struggles to start
Running rich "about 20 mpg"
Idles at around 1500
What I have done to try and resolve problem. "Garage doing work"
Replaced the throttle body "thought this would work" did not, still idling at 1500, jumps up to 2000 then settles back at around 1500.
Guy at garage has now said he has spoken to guy at Honda who has said it may be the vacuum sensor, he is replacing this tomorrow? I asked him if he checked for vacuum leaks and he said he has. I think he is a little embarased as he's finding it hard to locate the fault!!

So can anyone please advise or give some thoughts on what it could be or things we can check "maybe a little check list".

The only stock difference the car has is that it has a sports exhaust "centre and back box", it has also just had the air filter changed.

Tearing my hair out now as costs are mounting up and I just want a working car

Thnaks in advance

Crap gas mileage, I'd look at the MAP sensor first. However, if it's bad, it should be throwing a code. Any chance the map sensor and TPS plugs got switched by accident? to find out, unplug one and see what code it throws. If you unplug the map and the ecu throws a tps code, they are switched. If you unplug the map and it throws a map code, they are right.

Does it run bad when cold or only when warmed up? If only when warmed up, you may want to check the O2 sensor.

have you tried cleaning/adjusting your FITV?

Looks like fitv is the least of his worries. 20 mpg, hard to start, etc, don't have anything to do with the fitv. I do agree that the fluctuating idle may have to do with the fitv but sounds like there are multiple problems on his plate.

OK not being mechanicaly minded should they not just be able to stick the diagnostics on my car to find out the problem????? The garage said it threw up an error relating to the TPS sensor last time so we changed the THrottle body but this did not work, has he got a diagnostics machine or is he using his mind diagnostics on this
