Default Bad idle surge, running really rich, code 14 on an lsvtec

After tons of fitment problems, I got to finally crank it, and it was billowing smoke from unburnt fuel. It set off a code 14, but I know the iacv is good because I was using it two days ago, but nonethe less, I switch it out with another known good one to find that it is still throwing the same code 14. Same results.

I am perpelexed. I have yet to set the timing properly, and have yet to get the tps calibrated because I am having problems with my multimeter. I am wondering if these problems are related? I know a tps not calibrated will produce some nasty drivability, but the code 14 is my problem.

I took it out around the neiborhood, and just for a second, I gave it some gas, and sure enough, it's alot quicker with the vtec head, but still rich and slightly slugish.

Anyone have experience with this particular problem?

well, in case anyone has the same problem, I am pretty sure I know what is wrong, its the fast idle air valve. It was really loose, but I didnt tighten it up I think, so I will take the tb off completely when it cools down, and fix it up.
