Default Code 41

I have a cel code 41. What I found it meant was bad o2 sensor. Would that make my car idle up and down? It is a 94 Accord

This might help you with the O2 sensor HEATER CIRCUIT problem

This shouldn't actually cause any radical RPM swings at idle

you up and down idle is most likely caused by your idle control motor and the IACV.....cleaning them out and maybe minor adjustment should solve the problem

Yep, I believe there is a good article about cleaning and adjusting your FICV (Fast Idle Control Valve) which is located under your throttle body. This is the culprit for the idle, but not your thrown code. While your at it, clean out the IACV as well...

good luck!
