There's no need to replace any of the tires, but one of them needs to be re-mounted.
Directional tires are designed to rotate in a specific direction. If they are mounted on the wheel with one side facing out, the arrow goes in one direction, and if they are mounted with the other side facing out, the arrow goes in the other direction. So it's up to the tire shop to mount the tires so that two of them will rotate in the proper direction when they are placed on the left side of the car, and the other two on the right side of the car.
What happened in your case is, the tire shop that mounted them screwed up, and mounted one of them wrong, so that three were mounted for use on one side, and one was mounted for use on the other side. Go back to the tire shop, show them how they screwed up, and they should be happy to take the tire off, flip it over, and re-mount and balance, no charge.
