Best D15 block?
Well the D16a6 is 'supposedly' the strongest bottom end because of the iron main girdle opposed to the aluminum mains on the rest of D16 motors. The D15b uses abnormal sized internals that prevent you from install off the shelf components like Golden eagle rods etc. you have to mix and match parts from D15z1 (VX) and other custom **** so I've heard.
So to cut to the chase, the best 'D' motor for you is most likely going to be a D16z6. You can find after market or replacement parts all day long and if you are looking for HP you can put a Z6 into the 12's for relatively low costs with a well made turbo kit.

well i have a z6 head and i wanted a 1.5 block(D15's have always been good to me, plus i like them for the gas milage) so i didnt know what block was the best. I guess ill be going with just a B7?
