Yes, it's safe. A compression test and general tune up should be performed. As far as the power limit, that will vary and can't really be estimated. If you're building a racecar, I would hope you would be building a race engine. Tune it well to 250-300 and you'll be living life.

is it safe to boost on stock internals?---yes, if done correctly.
if so, how many pounds? whats the whp range? thanks.---can't remotely answer this until the setup is stated. I'd say an average of 250whp on stock ls engines usually with nice torque numbers.
