short ram or cold air
whats better i have a short ram K&N but people said i should have just gotten true cold air but i herd with that i easy to hadro lock your car
For 99% of NA setups, having a cold air vs a short ram isn't going to make a bit of differnce. The way i see it, the CAI can allow your car to hydrolock since it sits lower to the ground, but it isn't something i'd lose sleep over.
I don't know about all CAIs, but most of (if not all) the AEM CAIs are available with water bypass valves, and from what I hear they're incredibly effective.
However, in my personal opinion, if you're going NA it's best to not bother with an aftermarket intake because they hold a virtually non-existent benefit compared to all the other work that would have to be done in order to make power.

But strictly for the sake of the question, a CAI might make more power on certain applications because it's a longer tube
