yes you have a EK obd2 w/ obd2 cluster Im guessing, I have a obd1 car and trying to use a obd2 cluster I think that is the problem.
here you go man.. i know for a fact this wiring diagram works correctly.. ive done it 2x's w/ no problems.. if it doesnt work its cause the cluster is broken or you did something wrong.. let me know

well what the hell I am really stumped, checked all the fuses, checked the harness, checked the wiring of the pins, and checked that cluster and all I get it a buzzing sound when I try to use the turn signals and the high beam light works nothing else?!?!?!

have you checked the ground? all the power wires? maybe one is crossed w/ another one? i know there are like 3 power wires, maybe you have a constant going to a switched or something.. umm.. did you use the integra plugs or the civic plugs? i had to go to a junk yard and cut the integra plugs and rewire to the chasis harness.. check all fuses agian, and go back over your steps.. soemtimes its easier to restart from the beginning..
