Default Not idleing right?

Heyguys my 1995 honda civic when it is cold when i first start it it idles from 1000 to 1500 up down up down. Why?

Idle air control valve. It's on the intake manifold. It looks like a little block bolted to the manifold, about the size of a deck of cards. You'll have coolant lines running to it (small ones). Based on the coolant temperature a valve will turn increasing air to the engine or decreasing air. You can remove the IACV and clean it with carb cleaner. After she's nice and clean a little all purpose oil (3 in 1) will help it stay lubricated. You may want to change your PCV valve at the same time. Often times this is overlooked. The PCV valve (positive crankcase ventilation valve) allows blow by in the oil pan to be relieved into the intake manifold and burnt off. When the valve sticks open, oil particles enter the intake and clog everything up including your IACV and deposits on the backside of valves. You may spend all of $10 on this do-it-yourself repair.
