Default timing adjust problem

I recently changed my obd0 crx to obd1 to use microtech EMS..
the problem I have is that I can't adjust my timing below 16 degrees.... the distributer is all the way retarded and the min that I can get is 16 degrees.

checked the engine timing at the timing belt and everything is ok...

what can the problem be?

Why would you want to retard it anymore when stock is 16 degrees..

it's supposed to be 16 degrees when the distributer is in the middle.. not fully retarded..

and my car knocks like crazy.. I have 12.8:1 CR
