i'm sure someone will chime in about the e-manage cause i have had no experience with it. i have had my car tuned with crome. it was pretty badass. it's really your preference, it also kinda depends what your power goals are. try search out e-manage and all other programs on this site. there is a lot of info on this site. look at my post count and my sign up date, i almost never post up i just search and read. some guys are a little harsh here, but remember the search button is your friend.....

Get an OBD-I ECU and get it chipped. In a "chip" they solder in a chip socket onto the ECU's mainboard. Then you can burn basemap (a .bin file (image) consists of everything an ECU does, speed governor, VTEC engagement, A/F ratios, timing retard, etc.) - just like a computer you can burn the .bin file to a chip and run your civic how you wish.
You can manage the basemaps easily with Crome and Crome is free.
The sockets aren't expensive either - but if you mess up - your ECU is canned. You can pay the main major sponsors on H-T like 100 bucks to do it - I know a guy out in Cali that can do it for a lot less though, I can hook u up with him if you like.
After an OBD-I ECU is socketed, any dyno should have the proper tools to burn a basemap to the chip (then you just put the chip into the socket (think of the chip as a burnable CD)). If you want to tune it yourself you can do it with a laptop and a chip burner.
