Car is taching out soon as you turn the key.

Car is taching out soon as you turn the key.
As soon as i turn the key it jumps right up into redline does anyone know what could be the cause of this i tried putting my stock ecu in instead of my pearable one and its doing the same thing suggestions?

that happened when i started my 94 del sol up with the IACV disconnected..lol
but i'd check the throttle cable or at worst the throttle body itself
