i have a 97 2.2CL with an JDM H22 swap and i want to disable my EGR by using a p2r block off plate.
my 1st question is will disabling the EGR make a CEL come on? i have a chipped OBD-I non-vtec ECU with an H22 basemap. i was told it probaly wont come on, but i just wanna make sure.
2nd question is: is this EGR related? (the two small canister type objects, covered by plastic)

3rd question is will disabling my EGR affect my gas mileage?

1. What ECU are you using? The P13 ECU will look for an EGR sensor but if you are using an OBD1 P06, P14, P74 etc.. These ECUs do not look for the EGR at all.
2. Yes that black box contains the EGR control valve and frequency solenoid. You can remove the box and all it's contents.
3. Not that you will notice, it's more of an environmental system. it helps burn excess hydrocarbons from the exhaust. that is why the ports are always clogged with carbon.

I've never dealt with an EDM OBD1 P04 before, Does the Euro D15B2 engine that it is for use an EGR system? If it doesn't then you shouldn't have any problems removing the EGR. I'm not familiar with the EDM models of Honda cars.
When the EGR turns on it uses the exhaust gasses to Lower combustion temp, and it also enriches the fuel/air mixture.
So under certain conditions you will have a lean burn and higher cylinder/combustion temp.
On top of that info...Al Gore will come and stomp you for causing Global Warming.

The egr system is designed to do one thing, it reduces nox emmisions. It doesn't affect hc at all.
