ECU Problems
Okay so here is the story.
I have a 1999 Honda Civic HB cx stock with a d16y7
I went to AirCare ( B.C., Canada em test ) they plug into my ECU through the DLC (Data Link Connection) and they were getting an error saying that they were unable to communicate with OBD. I tried again at a different bay and the other computer was giving the same error. I also plugged in a hand held OBD 2 reader and was getting the same thing.
Things that I have checked so far.
- the fuse under the hood ( interior light fuse which is also for the DLC (Data Link Connection) 7.5A, has a 10A in it but im sure thats not it)
- all fuses under the dash but they seem to be fine, although a heads up on ones that could possibly be affecting me could be useful
- I have check the voltage at the DLC under the dash. With IGN at II, I am getting 12V to the power wire(#16 pin) The blue wire right beside it (#15 pin) has 5 volts to it, I believe that this may be a communication wire with the ECU. There is also a green wire, which I also believe is a communication wire but I am getting very weak readings from that maybe 2ish area. The other 2 wires are grounds and are not a concern.
So my questions are, What else can I check ? Has anyone has this problem? Is the main communication wire the green one that is beside the grounds?
On an ECU diagram, the 8th pin the the "c" clip is the communication wire. What should I be looking for from this?

so did u check them to see if they are good? or just blow them off cuz they're grounds?

Yes I checked the grounds on the connector as well. Both are fine. I checked for continuity of the K-Line wire and it is fine. There is a blue wire on the connector though beside the power wire, and Im not to sure what that is for?? The only thing I can think of now, is the ECU....
