Adj. Cam gear, Where am I at?

I have a D15B8/D16Y8 MiniMe swap, and just a brief summary is that my cam has to be adjusted 4.5* retarded to makeup for the mis-matched 96 head to a 92-95 block.
My head has also been milled, and I do not recall by how much, when I have my cam set at 6.5* (Just kinda guessed that I had about .002 milled off) I have a slight stutter, Can a degree or 2 cause some powerloss and hurt it from idling well down low? I assume its a "Yes" but I'm just checking out my options. also, any way to figure out how much my head was decked from stock while the head is ON the block and in the car?
