Default painting question... help...

when u layout down couple coat of base... some spot are glossy n some not (rough surface)... if i going to clear it. do i need to wet sand the rough surface or it ok to clear over it? help plz...

there shouldn't be any "glossy" basecoat at all after it's dry.

if you have some uneven paint build up(or dust or runs) you need to sand it out

before laying down the clear. the catches are you have to laid down another coat

of base to cover the sand scratches

during the base coat operation, i feel that it is ok to wetsand the base after it has thoroughly flashed over- not still wet. the appropriate grit sandpaper should be used. i'd go with a the 1500 grit/wet. sand until smooth and recoat your base. also make sure your substrate (panel) is clean and dry.
it sounds to me that the roughness of base maybe due to a clogged air cap, innsuficient overlaps or maybe too low of air pressure. before you spray something, test it out on a piece of cardboard or masking paper to check the spray pattern. that way, you'll know not to continue and waste time and money. holler at me.
