Default car tuning?

So do people tune if the car has just bolt-ons? Or would that just be money poorly spent?

IMO it'd be money poorly spent because you're not going to gain a lot with simple bolt-ons...

This is not always true. We have pulled 8-10 whp out of integra type-r's with cam gears, intake, header & exhaust. Using cam tuning and a chipped obd1 ecu

^^ That's a pretty good setup though. Most people asking this question are going to be running I/H/E on an LS or maybe a GSR/B16. Rarely a few are going to be on ITRs. Also, a lot of that gain was probably due to the Adj. Cam gears and the stock ITR cams

Let say your running a gsr with a skunk2 intake manifold. The stock p72 versus a properly chipped & tuned ecu is a big difference.

I wont disagree, but i think of it as a cost-benefit. I personally couldn't justfiy a $250 ECU + harness and a $300+ tune to pick up less than 10whp...but that's just me and i'm "conservative"
