Default Starting Problems 98 Honda Civic 1.8 Vti V-tec 5Door

when you turn the key to start position, the starter engages/disengages, as if you are turning the key on and off very quickly, this only seems to happen first thing in morning, when the cabin area is cold, to start the car i connect a wire to the starter solenoid and touch the battery positive, starts straight away. I have been told possibly the starter relay at fault but where is it, no-one knows, not even Honda, they say it aint got one??????. Once the car is started and gets warm inside it starts on the key 99% of the time. Have checked battery, OK, earth straps are ok as well. Also when it wont start i have tested the voltage on the solenoid wire and it reads 0 - 0.2volts with key in start position, at back off ignition switch it reads full 12volts.
Please help
Many Thanks Kevin.

Your car is a europe only model, have you tried http://www.civicsportsclub.net/ or http://forum.hondarevolutions.com/ there are a lot of MB6 owners on those sites who may be able to offer more help.
