Default 1998 Honda Accord EX power locks not working

all of my locks work except for one of the backseat passenger door locks. It always has a delay and I have to press the lock/unlock button three times. I've tried locking it manually, just with the key, and I still have the same problem. Is there something wrong with that particular door or what?

If it makes a noise the actuator is going bad.
