mad torque steer y0!!
heh I dunno, not much info in your post.
And your post title says at high speed, but when you launch you're not going high speeds. You don't reach high speeds until you get faaarrrrr down the track.

Yup, yup, and yup. What're your pressures at? What condition are your front lower and upper balljoints in? What is the car aligned to (meaning, don't just say stock specs; post up the actual alignment #'s). Whoever told you it might be the tie-rods was most likely referring to the tie rod ends, which are your lower balljoints.

"Sways from side to side" is very vague.
As the others have mentioned, have the suspension checked out. Ball joints, bushings, and the steering rack should have all seals and boots intact and not leaking, be free of play, and have no bent/broken/deformed components. Also check tire pressure and condition. When was the last alignment done?

"Lower ball joint" refers to the ball joints at the bottom of the knuckles. The tie rod ends have their own ball joints (there are three per side up front).
