smog problem...

my friend took his car to a shop for smog... they say he need a new CAT n tune up... do he really need an tune up?

they wrote down:
- high emissions
- base timing is advenced

any help?

you should get a tune-up, and correct the timing,
for the cat, just look for a friend with the same car and swap cats for smog and then swap back

tune-up:
fuel filters
spark plugs
oil filters
distributor caps
air filters

so the timing is off too right?
