front balance shaft oil plug popping out !!!!
what could be the smartest way to repair this problem with the least work ( I know i sound crazy but just work with me)
first off you need to chk if timing belt is full of oil, if it is , I would recommend that you replace it,, if it is ok,, replace the balancer shaft seal and install the retainer ,,either way t-belt covers have to come off,,

Not quick perse, you have to take off the timing belt cover, but once you get that off you can just look at the belt. How many miles has it been since you changed it/ how many miles have you put on the car since you bought it?
If it's over 90K replace ASAP or you could risk ruining your head/possibly whole engine.

actually about 6 months ago everything was changed out. i think the seal just popped out i dont have the tools (my dum-***) to fix it myself. also the shop where i know a few guys is about miles 10 away the oil is kinda pass the leaking stage so i dont know what is my next step
How do you know it's the balance plug seal that is leaking oil then, that seal is behind the timing cover. It could be the crank seal also. Nevertheless, I would put on a new timing and balance belt since they probably got oil on them. If worse comes to worse, dump a few quarts of oil in and drive it to the shop, quickly.

if you haven't pulled the side timing covers then you need to do that before you start speculating on what the problem is.

if it was replaced a few months back then the tech either 1) didn't replace the front balance shaft seal holder that was on a recall campaign back in the 90s or 2) the holder was bent on installation.
its most likely option 2 if your absolutely sure that the oil leak is coming from the front balance shaft seal. its rather easy to bend the holder since the timing plate has a lip on it that is on an incline at that exact location where you bolt the holder and the oil dipstick to the block. so if it was replaced and you payed good money to have it done id be calling the repair shop to get it towed in and figure out what went wrong, if its something they did they should replace and pay for the tow, assuming its still under warranty that is. but like hondaccord said it could be any number of seals and 0-ring that could be the culprit. and the o-ring i refer to is behind the rear/oil pump balance shaft housing since the rear balance shaft is internal gear driven they used an o-ring instead.
