Car's Rpm's are racing it in the first intiatal start up.

When I start my buddy's car its a automatic 97 honda civic ex bone stock. The Rpms race up without even hitting the peddle then after alittle bit it will even out to where its supposed to be. Sounds like map sensor doesnt it or a bad vacumm line?

It's normal for the engine to temporarily idle faster when the car is started cold.
