i have a 97 civic 1.5 vtec d15z8 (european)
in the near future i want to turbo the car but im unsure about how to get the ecu side of things sorted, and also im unsure about weither i should upgrade the bottom end. im not looking for alot of power from it, just a good powerful car.

if anyone has any sugestions or tips they will be appreciated.

You need to pay a tuner to chip your ecu (not sure if your ecu is chipable or not, but look at this list: http://www.hondata.com/ecus.html
