Ever since I got the rebuild completed, I get a blow off type sound every time I turn on the air conditioning. The sound is louder if I'm actually throttling it. The sound is very faint if I'm idling at a light.

Am I leaking somewhere? I know when I put the A/C motor and belt back on, I tightened the belt VERY tight. Would that affect anything?

HAHA! My friend with a 98 civic has the same problem!
Sounds like a bov squeak from the belt.
