just take apart the cluster, and mess around til you figure it out, EK gauge clusters are the easiest to roll back, ive done it before, just cant recall the process

Its illegal - mileage fraud, but if you set it back to the original then yeah its fine.

As long as you set the mileage of the new cluster the same as the old one, it's not fraud. Its required by some states - CA you can only legally replace an odometer if you set the new one to the same mileage, or if that isn't possible set the new one to zero and put a special label in the doorjam showing the difference.

I think that you can just unbolt the speedo/mileage part in the old cluster and put it in the new one.

You can remove the speedp from your original cluster and put it the new one

like if you have a cluster with no tach you you can take it out and put it in a cluster with a tach it is all bolt up and works well super easy to do

providing all the faces are the same colour oh ya don't try to remove the needles on the gas and temp gauge they break everytime Trust me I know....

The OP is not in New Jersey or Kentucky. In fact, so far NO ONE in this thread says they reside in either of those states.

You just plain said it was illegal. You did not source any laws that might be relevant to the OP.

That is how it's misleading.

I would suggest that anyone who plans to modify their vehicle in ANY way should check their local laws before doing so. There are a lot of things that are illegal to do to your car. Find out what you're willing to do before you do it.

Not having a front license plate or changing the mileage on a non-original cluster isn't exactly up to par as say, possession of stolen parts.

Changing your mileage to make it appear that your car has different mileage than it's actual mileage is wrong. Changing the mileage on a replacement cluster just plain isn't the same. Some states might require you to have such work done by a licensed professional.
