Default tach needle doesn't work sometimes

I havea 97 dx and i plugged in an EX cluster for the tach. I know that the tach wire and everything is fine, but sometimes the needle doesnt move at all, as if it's stuck. But it moves when i flick it.

it's a ghetto fix, i know. but it seems like everytime i start the car, i have to flick the plastic cover in order to "Wake up" the tach needle.

did i just get a crappy cluster, or is there anyway to fix this so i dont have to keep flicking it?

Could be a bad cluster.
