I just put in another y8 in my 98 coupe and my tach was working fine for about a week. Then it started
Craping out and would only work half the time. And yesterday it just quit working all together ...
I checked the connection at the dizzy. I have no idea what's up
Could it be the cluster? Any input would be awesome

If you have continuity on the blue wire from the ICM to the cluster, then the tach or ICM may be bad. Also check whether the blue wire terminal for the cluster is damaged or corroded.

My guess is that the ICM is bad.

i've had the same problem on 2 separate cars and in both cases is was the cluster
