car hesitates and stops at around 4 thousand rpms

car hesitates and stops at around 4 thousand rpms
i have a 99 honda civic ex with an y7 motor in it.. i bought it like that... but recently its been hesitating really bad and now if i push the throttle body cable all it wants to go to is like 4 thousand rpms and it kind of sits there for a second.. does anybody have any advice of wat i should do or check? thanks
