Default starter, short to ground?

4th gen si body jdm h22 motor with h23a1 harness.

anyways the guy that owned the car before me did a hack job on wiringunder the dash and everywhere else. motor has ran fine but relocated he fuse box under the dash, now starter gets power directly from battery correct?(i.e. wire from bat pos to starter power.) and a few people are saying that how is done and thats ho wi rember it being done but when is all wired up started starts pulling power from the battery and trying to turn over, or could it possibly be safety swich gobe bad. hell motor is back in and everything (electroncally, that can without car starting) works. but the starter. i tried to do a rolling start and pop the clutch in 2nd gear but it tired and stopped then busted volt meter on battery and pulled 11volts. power goes straight to starter whenver the battery is grounded. any ideas? thanksin advance!

ps: want car running :D

Did it work when you first got it? Or did you buy it and it never worked?

static battery voltage should be atleast 12.45 (75% charged) otherwise it should be charged.

Also if your car is a manual you dont have a safty switch. The car uses and ignition switch and main realy.

Are you saying that as soon as you hook the battery up the car begins to try to start? Without the keys in?

I'm having trouble understanding dude...
