I definitely would NOT recommend getting a plug and play kit. Plug and play are HID kits that go right into your halogen housing. The halogen reflectors were not designed to handle HID output and the result will be poor light distribution and glare to oncoming traffic.
I would recommend getting a retrofit like the link provided, or sticking to higher powered halogen bulbs.
I have spent hundreds of dollars fiddling with different halogen bulbs and an HID kit, and I know for a fact that more light does not equal better lighting, and that a retrofit is the only way to go instead of trying to cheap out.

Not if you use the right HID bulb there are different types of HID bulbs, D2R (IS300 is an example) is designed for reflector type housing and the other is for projector type D2S which will create glare if used inside halogen housing. I have Denso (OEM - $$$) HIDs and the light output is way better than stock with NO glare. There is a cutoff (not a solid line like you would get out of a retrofit but there is a cutoff line) which stops glare. Get D2R if your planning on installing it into your headlights.
Retrofit will make light output better but if your like me and like the OEM housing then get the D2R HID kit which will look 10xs better than any halogen bulb.

That IS the best route, but won't provide the best results. The biggest problem is most kits don't include the D2R bulbs, he will have to be aware of this and do some good hunting. I agree that hidplanet.com would be the best place to source the OEM parts needed for this kind of kit, but a retro would be much better.

No it wouldn't provide the best results, but I don't like the retro fit look. I didn't want to chop up my headlights and wanted to keep it OEM.
